Ex Officio Chair
Carl Talton is the former Executive Chair of United Fund Advisors (UFA) and its affiliate Portland Family of Funds. As the Ex-Officio Chair, he oversees the UFA affiliate National Community Fund I advisory board and represents UFA in community-based and local government efforts. With more than 40 years experience in community and economic development in the public and private sectors as well as for profit and not for profit organizations, Carl is well-versed in how to leverage New Markets Tax Credits to optimize projects.
Carl works with numerous community-based initiatives in and around Portland, Oregon to build economic capacity in disadvantaged communities. He currently serves on the Community Development Council of the Federal Reserve Bank of San Francisco, the Governor’s Council on Economic Development for the Portland Metro Area, the Mayor of Portland’s Council of Economic Advisors, Black Investment Consortium for Economic Progress, Concordia University Council of Trustees, Portland Community College Presidents Council, NNE Economic Development Alliance, and the NNE STEAM Coalition.
Carl lives in Portland, where he spends his leisure time with his grandchildren and enjoys an occasional racquetball game.
